Rooney, 24, hit 34 last season and Fergie believes the best of Roo is still to come despite the Manchester United striker's dire World Cup.
Boss Fergie said: "He had an improvement in terms of his timing and movement in the box and his positioning improved.
"He got us over 30 goals and if he does that again and adds a bit to his game then that is what we expect.
"The boy has got an incredible armoury of talent.
"But the most important thing he needs is maturity and, when he gets that, you'll see the complete footballer."
Fergie believes his team are maturing into a title-winning outfit with several youngsters pushing for first-team spots.
He said: "The younger players coming through are now starting to emerge and will become very good players."
United play the Philadelphia Union tonight after beating Celtic 3-1 in their tour opener in Toronto.
